this isn't really a finished icon, the colors need playin' with or it needs something, just can't put my finger on it just yet. its late and I was working on it out of boredom, maybe tomorrow with a fresh mind ill figure it out. if I do make major changes, the above two, and .PSD will be updated.

You're not doing the 16x16 -> Resize 200%
this is a 32x32 with 1x1 pixels. Can't use, sorry
Using it would cause pixel inconsistency and not fit the artstyle.

what if I left the hand texture 32/32, but have the rest of the backdrop scaled? there is really no way to do a proper hand "Shape" in 16/16 hence why It got bumped to 32/32

Sorry mate, images have to be strictly 16x16 resized to 32x32 to fit the artstyle. Pixel inconsistency is a no-no
